The Office of Code Compliance and Inspections is located inside City Hall at 120 North Duke Street, Lancaster and is open from 8:30 AM to 5:00 PM Monday through Friday, except City recognized holidays. For any project, commercial or residential, such as additions, alterations or new structures, you must FIRST visit the City of Lancaster Code Compliance and Inspections Office. Depending on the type of project you are undertaking, you may need to get approvals from various city departments that include but are not limited to Zoning & Planning, Public Works, Engineering, Water Bureau and Waste Water operations. The Office of Code Compliance issues permits and inspects work done to all buildings and other structures along with approved private, Third Party Code Agencies. Permits include building, electrical, plumbing, heating, air conditioning, refrigeration, demolition and signs. Applications for permits are reviewed for conformance with the state Uniform Construction Code and local ordinances. A permit constitutes permission to proceed and must be posted at the project site. All applications for fire system installations or alterations are reviewed by a Commercial Code Official with the fire permit issued by the Fire Bureau, Fire Marshal's Office. The purpose of permits and inspections is to ensure public safety, health and welfare insofar as they are affected by building construction, through accessibility, adequate exit facilities, fire safety, light and ventilation requirements and sanitary equipment. In general, the Office of Code Compliance functions to secure safety to life and property from hazards incident to the design, erection, repair, removal, alteration, demolition or occupancy of buildings, structures or premises. Buildings and structures are not to be used or occupied until a Certificate of Occupancy has been issued by the code official. An exception is made for work performed by a homeowner in an owner occupied single family dwelling. (Permits and inspections are still required.)
