The City of Lancaster operates under the third class city code.
 
All purchases in excess of $10,000 are formally bid. All formal bids are advertised in the local newspaper and require a bid bond equal to 10% of the bid amount. All City of Lancaster bid documents can be acquired by contacting the Procurement Office at the address or number listed above.
 
This office also sources products and services in many categories. This office schedules the annual city auction, typically held during the month of August, for the sales of obsolete equipment. Excess city vehicles are auctioned by the county in late spring of each year.
