In June of 2009, a public meeting was held at the Southern Market Center to announce the formation of Lancaster Neighborhoods, Inc. (LNI), an independent, grassroots organization serving as a bridge between neighborhood-level groups and a bridge to City Council and City departments. The five City residents serving on the steering committee used the model of an organization in Salem, Ore. to develop the proposed structure of LNI, which calls for each of the 15 designated City neighborhood areas to elect one person to represent them on the board.
