Critical Repair Program

The Housing and Neighborhood Revitalization Unit administers a loan program that provides financial and technical assistance for the critical repairs of eligible, owner-occupied, single family housing units in the City of Lancaster.
 
The Housing and Neighborhood Revitalization Unit staff and/or the proper City Inspector inspects each property to determine the seriousness. All repairs need to be deemed as an emergency by the inspector.

  • Broken Sewer Pipes
  • Non-Operable Furnaces (winter)
  • Roof Repair/Replacements
  • Structural Problems
  • Plumbing
  • Electrical
  • Structural Damage
All financial assistance provided would be a repayment loan for a maximum of $8,000 and a maximum of five (5) years with Zero percent (0%) interest rate.  The staff will determine the loan terms.

All applicants of the Critical Repair Program are strongly encouraged to apply for the Homeowner Rehabilitation Assistance Program for complete rehabilitation to bring their property up to City Code.
 
Eligibility Requirements
Applicants must reside in and be the deed holder of the property, be current with their mortgage, current with all city and county obligations and have current homeowner's insurance. A lien search and credit report will be considered when determining eligibility.

* These figures are based on the U.S. Department of Housing and Urban Development (HUD) estimate for the Fiscal Year 2011 Median Family Income of $68,600  for the Lancaster Standard Metropolitan Statistical Area (SMSA).  The SMSA and the area covered by Lancaster County are identical.   As required by statute, the definition of "Extremely Low Income" is tied to 30 percent of the median income, the definition of " Very Low Income" is tied to 50 percent of the median income, and the definition of  "Low Income" is tied to 80 percent of the median income for the area.  Using the median income, a four-person family income limit is calculated and adjustments then made for other family sizes.

 

Higher income limits apply to families with more than eight persons, although they are not shown because of space limitations.  For each person in excess of eight, 8 percent of the four-person base should be added to the eight-person income limit (for example, the nine-person limit equals 140 percent of the relevant four-person income limit).  All limits are rounded to the nearest $50.
