Lead Hazard Control Program
The purpose of the City of Lancaster Lead Hazard Control Program is to identify and reduce lead-based paint hazards. Eligible applicants may receive up to $10,500 to reduce lead hazards found in the home through a risk assessment. Repairs may include replacement or repair of items such as doors, windows and floors. These funds are provided to the owner with no obligation.

The work to be performed is determined by the results of the risk assessment.  Licensed and certified lead abatement contractors are chosen by the owner. The contractors will use interim controls and abatement methods when performing the work.  The program does not make the property lead-free, instead the property will be considered lead-safe. Homeowners are responsible for continuing maintenance to ensure the lead hazards do no re-occur.

To be eligible for the program, applicants must meet the eligibility requirements and have a child under the age of six who resides in the property or visits the property at least six hours per week.

Like many other cities, Lancaster City has a significant problem with lead-based paint. More than 90% of City housing was constructed prior to 1978 when the use of lead-based paint was banned. If young children are exposed to lead hazards they can develop elevated levels of lead in their blood which can lead to serious health consequences. Lead Registry
The City of Lancaster has composed a lead registry that details all the properties that are now considered to be lead safe dwellings located in the City. The properties that are included have had a lead risk assessment completed and a lead hazard evaluation. They have undergone Lancaster’s Lead Hazard Control Program. This program addresses lead hazards that are found in the interior or exterior of the home. The registry does not claim that the properties are lead free; instead the properties are placed on this list once extensive work has been done to the property to treat the lead hazards. If a tenant or owner would like to know what properties are lead safe they can access the information on the Web site. The interested party could see when work was completed, what type of work was done to the home and how many units are in the property.
